Job Description: • Maintain effective liaison between Ministry of IT and National ICT R&D Fund and to provide facilitation by expeditious resolution of company’s issues at MoIT and vice versa. • Proactively call and conduct meetings of R&D Fund policy committee and develop working papers and required analysis along with recording of minutes as well as follow-up on decisions taken in respective policy committee meetings. • Effective coordination with all cellular, fixed line and local loop operators on behalf of MoIT for ensuring timely receipt of contributions for the R&D Fund. • Planning, scheduling and coordinating all activities (timely disbursement of funds, committee meetings and miscellaneous approvals) for National ICT R&D Fund at MoIT. • Any other assignment/task assigned from time to time.

Project Manager NICTSP

Job Responsibilities:

Personalized technical and financial monitoring of NICTSP, design and implement monitoring and evaluation tools and strategies, ensure smooth execution of National ICT Scholarship Program, preparation of monitoring reports, coordination and correspondence with the participating universities.
Extensive on-site monitoring visits to non-metropolitan areas..

1. Design and implement monitoring and evaluation tools and strategies in line with the policies and procedures of the program.
2. Carry out financial and technical monitoring of the ongoing project according to the set criteria.
3. Prepare periodic monitoring reports in line with established criteria of the National ICT R&D Fund Monitoring Department.
4. Ensure efficient execution of all phases of National ICT Scholarship Program, ensure achievement of objectives of teacher training program, foundation training program and scholarship award process.
5. Design and develop relevant “Request for Proposal” for the program.
6. Ensure transparent, accurate and timely disbursement of funds.
7. Liaison with participating universities.
8. To Analyze and recommend methods to eliminate problems faced by our stakeholders.
9. Develop database of all the students.

Qualification & Experience:

Manager Monitoring (Technical)

Job Responsibilities:

Primary job responsibility will be to monitor technical activities and progress of projects funded by National ICT R&D Fund. In addition, other monitoring related activities will also be a part of the job.

1. To design and implement technical monitoring and evaluation tools and strategies in line with the ongoing proposal approval criteria.
2. To follow-up on funded proposals ensuring timely submission of progress reports and adherence to project timetables.
3. To ensure effective and progressive monitoring of all R&D Funded projects, with a view to strengthen the performance of these projects.
4. To generate technical monitoring reports on the progress of funded projects.
5. To communicate with Principal Investigators on all technical matters of the funded projects.
6. To provide all essential technical information about funded projects to other departments of the organization.

Qualification & Experience:
MS degree (18 years of education) in ICT related disciplines; however, a person with higher qualifications will be given preference. 5 to 7 years work experience of Research and Development in the field of Information and Communication Technologies (ideally in a product development environment) and should have understanding of Project Management. The ideal candidate should have good understanding and experience in real time software and hardware development across the full software/hardware lifecycle from requirements analysis through hardware/software integration to system acceptance along with in depth experience of RF / hardware / software integration. Knowledge of software and hardware quality assurance practices will be a plus. Telecoms technologies knowledge of GSM, CDMA, WCDMA, WiMAX, Fiber Optics, Telecom Networks, Network Security, NGN, VoIP, IPTV, Mobile TV, FTTH, HSPA, IMS, 3G and 4G will be required as well. Should have 5-7 years work experience in a similar position. Excellent verbal and written communications skills.

Manager Project Evaluation

Job Responsibilities:

Primary job responsibility will be to act as an internal evaluator for the submitted highly technical proposals on Research and Development in the field of Information and Communication Technologies (ICT) and proactively pursue the proposals through the entire process of evaluation till final approval. In addition, solicitation of project proposals, negotiation and coordination with the Principal Investigator (PI) regarding technical aspects of the proposal including presentations by the PIs and discussions to improve received proposals will also be a part of the job.

 

Qualification & Experience:

Job Description: 1. To first solicit the projects asking the Principal Investigators to submit their project proposals relevant to the announced theme. Evaluation of the proposals in lined with the defined criteria of the R&D Fund monitoring department. Moreover the evaluation of all unsolicited independent projects will also be the responsibility of the Manager Project Evaluation. 2. To work as a liaison with the External Evaluators to creating an effective link between the Monitoring Department and the External Evaluators 3. To ensure timely submissions of the preliminary and final evaluation reports of the project proposals in accordance with the defined deadlines 4. To carry out negotiation and coordination with the principal investigator regarding the technical aspects of the proposal. These negotiations will be conducted to resolve all issues acting as a hazard for the approval. 5. To forward recommendations and prepare penetrations for the GM, CFO, CEO, Board and PAC regarding the evaluated/ approved projects. 6. To coordinate and provide all essential details about the projects required to the other departments for maintaining their data regarding the projects funded by the R&D Fund Company.
