General Manager Solicitation & Evaluation

Job Responsibilities:

Primary job responsibility will be to receive, analyze and approve solicited and unsolicited proposals according to the themes and guidelines defined by the R&D Fund Company Board.
Job Description:

Developing Proposal solicitation and evaluation strategies
Provide the services of research, prospect identification, proposal design, evaluation and solicitation strategies.
Design a conceptual framework to help evaluators assess the extent to which the project generally supports the broad policy objectives.
Identification of theme and project definition
Identify, develop and maintain themes and project definitions for consideration by the Board. Define projects corresponding to theme.
Monitoring review process
Research, review, evaluate and edit proposals developed by principal investigators.
Create an external review panel for external evaluation of proposals, depending on the funding activity in progress. 
Coordinating with other departments
Work closely with other departments to ensure timely involvement of research bodies and principal investigators, disbursement of funds, effective monitoring, publishing of results and beneficial commercialization. 
Approval on technical proposals
Analyze evaluation results synthesized by evaluation managers. Assess their implications for R&D Fund program performance. 
Ensuring adherence to policies and procedures
Monitor the day-to-day operations to ensure that the department is meeting goals and objectives, is following policies and procedures and is adhering to deadlines, takes corrective action as appropriate.

Qualification & Experience:
Master’s degree in Telecom/Electronics/Electrical/Computer Systems Engineering or Computer Sciences / Information Technology from a reputable University recognized by HEC. Ten years progressive work experience in the similar position preferably with a donor agency or a nonprofit organization. Work requires communications, analytical and organizational skills.

Chief Financial Officer

Job Responsibilities:

Control and treasury functions:
The CFO’s responsibilities are rooted in the functions of “control” and “treasury”. The CFO must ensure that appropriate systems are in place to measure the attainment of corporate and departmental goals along with certain other responsibilities.

Develop financial systems and internal controls:
1. Develop National R&D Fund’s financial systems to facilitate management decision-making. 
2. Ensure the effective management of National R&D Fund’s financial operations.
3. Establish and maintain appropriate internal control safeguards. 
4. Develop, execute, and communicate overall financial strategy to all stakeholders.

Financial reporting and auditing procedures:
1. Financial reporting, budgeting and forecasting. Ensure records systems are 
maintained in accordance with International auditing standards.
2. Ensure compliance with state, federal budgetary reporting requirements.
3. Handling financing of large projects, audits and accounts functions.

Financial policy decision recommendations:
1. Provide recommendations to the CEO on major financial decisions and carry out the financial policy decisions made by R&D Fund Co. Board.

Any other responsibility as per requirement and decision of the supervisor.

Qualification & Experience:
1. CFA/CA/CPA or MS/ MBA Finance. 2. 10 year progressive experience with exposure to financial management, investment decision making and/or financial consulting/research. 3. Proven record of five years’ service or more as head of finance department or in an equivalent position with leadership qualities. 4. Strong command over public accounting and compliance procedure as required by the Federal government. 5. Excellent report writing skills to ensure timely issuance of periodical financial reports, statements and projections. 6. Ability to supervise automation of the organization financial accounting reporting system. 7. Excellent command on finance, accounting, budgeting and cost control principles including Generally Accepted Accounting Principles. 8. Excellent analytical skills to quantify company’s operational and financial activities.

Chief Executive Officer

Job Summary:

 

The Chief Executive Officer serves as Chief Executive of the ICT R&D Fund Company. Together, the Board and the Chief Executive Officer ensure delivery against the ICT R&D Fund ’s mission and vision, and the accountability of the ICT R&D Fund to its diverse stakeholders.

The Board delegates responsibility for management and day-to-day operations to the Chief Executive Officer, and s/he has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board. The Chief Executive Officer provides support to the Board as it carries out its governance functions.
 

Responsibilities:  

    1. Helps the Board determine the Fund’s values, mission, vision, and short- and long-term goals.
    2. Helps the Board monitor and evaluate the Fund’s relevancy to the ICT R&D community, its effectiveness, and its results.
    3. Keeps the Board fully informed on the activities of the Fund and on all the important factors influencing it.
      - Identifies problems and opportunities and addresses them; brings those which are appropriate to the Board and/or its Committees; and, facilitates discussion and deliberation.
      - Informs the Board and its Committees about trends, issues, problems and activities in order to facilitate policy-making. Recommends policy directions.
      - Pursues global best practices on national research and innovation strategies and keeps the Board updated on the same.


Management and administration:

    1. Provides general oversight of all the Fund’s activities, manages the day-to-day operations, and assures a smoothly functioning, efficient organization.
    2. Assures program quality and organizational stability through development and implementation of standards and controls, systems and procedures, and regular evaluation.
    3. Assures a work environment that recruits, retains and supports quality staff. Assures process for selecting, development, motivating, and evaluating staff.
    4. Recommends staffing and financing to the Board of Directors
    5. Specifies accountabilities for management personnel and evaluates performance regularly.

Foster ICT Research, Development and Innovation:

    1. Facilitates the integration of the Fund’s activities into the very fabric of the Pakistan’s ICT Research, Development and Innovation community.
    2. Acts as an advocate, within the public and private sectors, for issues relevant to the R&D Fund Company, its services and its stakeholders.
    3. Serves as chief spokesperson for the ICT R&D Fund Company, ensuring proper representation of the Fund at all relevant forums.
    4. Initiates, develops, and maintains cooperative relationships with key stakeholders.
    5. Works with representatives of academia and industry to promote and foster relevant research and innovation in ICT that delivers measurable socio economic growth of Pakistan.
    6. Promote measurable domestic and international collaboration between ICT Research, Development and Innovation communities.
    7. Promote and measure funded Research & Innovation commercialization.

Governance:

    1. Helps the Board articulate its own role and accountabilities and that of its Committees and individual members, and helps evaluate performance regularly.
    2. Works with the Board Chairperson to enable the Board to fulfill its governance functions and facilitates the optimum performance by the Board, its committees and individual Board members.
    3. Focuses Board attention on long-range strategic issues.
    4. Manages the Board’s due diligence process to assure timely attention to core issues

Financing:

    1. Promotes programs, projects and services that are delivered in a cost-effective manner, while maintaining an acceptable level of quality.
    2. Oversees the fiscal activities of the organization including budgeting, reporting and audit.
    3. Works with the Board to ensure financing to support short- and long-term goals

Legal Compliance:

Assure compliance with relevant laws and regulations.

 

 
Qualification & Experience:
Masters degree in any ICT related discipline or Business and Management from a HEC recognized University. At least 15 years of professional experience with five years at a relevant senior management / decision making position and management of multiple parallel projects. Must have excellent people management skills, and have the ability to work with both senior academicians and top industry leaders. Must have the communication skills required to interact with senior government officials and political leaders and other stakeholders as appropriate. Must have demonstrated experience of providing vision, leading and managing multiple teams of top professionals and delivering concrete and measurable results in demanding corporate environment. Must have demonstrated experience of evaluating and applying emerging technologies to transform businesses and deliver sustainable competitive advantage. Experience of Industry/Academia Research and Innovation & collaboration/commercialization would be a distinct advantage.
